Dreamweaver 8 Webdesign question: I have just got to the point to start building my website.Beginer question.

I just completed a book on how to use Dreamweaver 8 to build a website. The book was quiet good, but was really lacking a very important step. Starting! I know how to move around the program really well. I know how to do a lot of things to the sites. But they never told me how to start. I'm sitting here starring at a blank index page. What's my first move. Create a Layout table, and then fill with Layout cell's? How do I get the Layout table so it's centered in the browser?
